The LCIS was chartered by the General Episcopal Synod in 1976, as the recommanded program for the training of the Clergy of the Liberal Catholic Church worldwide.

The overall responsibility of the French Spealing Campus is held by the Director of the Campus. However, the Campus' purpose is to releive the Ordinary Bishops of the Provinces from the day-to-day duties of running the training Program. The resuls obtained by the students are sent to their respective Ordinaries, for evaluation and information.
